Decisions taken at the July 2014 council meeting

During the inauguration of the new council in February 2014, members embarked on developing a Strategic Plan for their term 2014 to 2018. Council approved the plan in July 2014.
Applicants with a qualification obtained outside South Africa
The Office of the Registrar received applications from candidates who wished to be registered with Council as pharmacists. Council resolved in May 2014 that the following candidates be registered as pharmacist interns after successfully completing the professional examinations and a minimum of 12 months internship in an institutional or community pharmacy, and the pre-registration evaluation prior to registration as a pharmacist:

Recognition of pharmacy technician qualification obtained outside South Africa
The Office of the Registrar receives many requests from persons holding a pharmacy technician qualification obtained outside South Africa for registration in the category pharmacy technical assistant (PTA) or pharmacy technician (PT).
All pharmacy personnel who have qualifications obtained outside South Africa and who wish to register in South Africa are evaluated and the Education Committee makes a decision as to their registration.
Currently the PT (foreign applicant) is required to register as a pharmacist’s assistant learner post-basic and complete six months practical training in a registered training facility under the supervision of an approved tutor. During this time the assistant is required to pass a module on law and ethics with an accredited provider.
In July 2014 Council resolved to rescind a decision taken in June 2013 which stated that candidates be required to perform three months supervised practical experience under direct supervision of a pharmacist within the scope of practice of the PT. It resolved that foreign qualified pharmacy technicians must follow the same process for evaluation of their qualifications as all other pharmacy personnel.
Once evaluated, the candidates will be required to write professional examinations, and, on successful completion of the examination, complete a minimum six months traineeship in an approved training facility under a tutor. The first PT examination will be held in 2016 subject to relevant supporting legislation, enabling the PT to practise, being gazetted.
Criteria for appointment of examiners and moderators for pre-registration examinations
Council revised the Criteria for the appointment of examiners and moderators for pre-registration examinations and resolved in July 2014 that the revised criteria be approved.
Monitoring visit to S Buys Training and Development Academy (Pty) Ltd
Council conducted a monitoring visit to S Buys Training and Development Academy (Pty) Ltd on 7 April 2014. In May 2014 Council resolved that the report on the monitoring visit to S Buys Academy (Pty) Ltd be approved together with the verification report. The name change from S Buys Training and Development Academy (Pty) Ltd to S Buys Academy (Pty) Ltd was also approved.
Drafting of Good Pharmacy Education Standards (GPES)
In October 2010 Council undertook to develop the Good Pharmacy Education Standards (GPES). The document could not be finalised during the term of the previous council, which ended in October 2013, and a new task team under the new council was appointed to continue the process. In July 2014 Council approved the Good Pharmacy Education Standards for narrow consultation.
Minimum standards in pharmacy practice
Council resolved in July 2014 that the following minimum standards in pharmacy practice be published for narrow consultation:

- Minimum standards for remote dispensing in a community pharmacy
- Minimum standards for remote dispensing in an institutional pharmacy
- Minimum standards for community or institutional pharmacy providing pharmaceutical services via the internet
- Minimum standards for community or institutional pharmacy providing mobile pharmaceutical services
- Minimum standards specifically relating to collection and delivery of medicines to patients from community or institutional pharmacy.
